Habitats Regulations Assessment

The Natura 2000 network of Special Protection Areas and Special Areas of Conservation is the cornerstone of EU biodiversity policy. The impact of plans and projects on these sites is evaluated by Habitats Regulations Assessment or HRA.  This process applies a series of tests that encourages impact avoidance, mitigation and compensation above and beyond that required by Environmental Impact Assessment.

Bernie Fleming has specialised in the Habitats Regulations since they were introduced in 1994, developing an extensive portfolio of real experience from renewables to port expansion; local plans to shoreline management plans and more. This knowledge enables effective navigation through the consenting process, providing speed and clarity for developers and regulators, avoiding delay and minimising costs.
